Abstract

This Rice Paddy Print Policy aims to make Lingga Regency a rice barn in 2020 and prosper the people of Lingga Regency in particular. In the process of implementing the Rice Paddy Print Policy, there are still many obstacles, both infrastructure (irrigation), Human Resources (HR), and Natural Resources (SDA). Therefore, this policy still needs to be reconsidered in the future. The purpose of this study was to evaluate the existing paddy field printing policies in Sungai Besar Village, Lingga Regency. This type of research is descriptive with a qualitative approach and using a positive sampling method. In evaluating this paddy print program, researchers used Dunn's (2003: 216) theory which has 6 dimensions consisting of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. The results of this study are judged from the dimension of effectiveness, not very effective because they are still constrained by community interest, soil pH and the unavailability of irrigation channels. Meanwhile, from the efficiency dimension, it is very sufficient and answers problems that occur in the field. Judging from the dimension of sufficiency it is still far from sufficient, because the yields are far from the target, in terms of equity, it is still not equitable or fair, because many people are not involved in running the program and also not all regions have Candidate Farmers who are Prospective Land. (CPCL). From the responsiveness dimension, the longer the community's response has decreased due to the fact that rice yields are not optimal. From the dimension of accuracy, this program has not been on target and must be reviewed. The conclusion is that running the paddy field printing program in Sungai Besar Village, Lingga Regency, has not run optimally because it is still constrained by irrigation channels, Natural Resources (SDA), and Human Resources (SDM).
