Abstract

The complete systematic land registration program (PTSL) is one of the programs carried out simultaneously to accelerate land registration, measurement and mapping of land parcels throughout Indonesia so that plot maps are known and certificates issued as proof of land ownership rights by the community. The implementation of this program is regulated in the Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the Land Agency Number 35 of 2016 concerning the Acceleration of Complete Systematic Land Registration. The problem in this study is that there is no comparison of not achieving the target in the previous year so that in 2019 the target has not been achieved and there are still people who do not have land certificates. The purpose of this study was to determine the implementation of the PTSL program carried out by the Bintan Regency National Land Agency. This research is a qualitative research with descriptive method, the research was conducted at the National Land Agency (BPN) Bintan Regency. Determination of informants by means of purposive sampling, namely people who are considered to know best about the PTSL Program. This study discusses the Evaluation of the Implementation of the PTSL Program by the Bintan Regency National Land Agency in 2019 using six indicators from William N. Dunn's theory. Judging from the effectiveness dimension, the implementation of this program can be said to have been effective, but the comparison between PRONA was not optimal but only mapping based on proposals from the community, while PTSL mapped all land parcels even though they did not register. From the efficiency dimension, that the efficiency level in terms of time is very long not in accordance with the Juknis Regulation No.1/JUKNIS-400.HR.01/III/2019. From the dimension of sufficiency, that the PTSL program has been able to resolve disputes and problems that often occur among the community. From the dimension of distribution, it is evenly distributed because all people can register PTSL except for BUMN BUMD land plots and forest land. From the responsiveness dimension, in general it has welcomed positively from the PTSL program. From the dimension of accuracy, it is appropriate to increase the number of community land parcels that have certificates as recipients of their land rights.
