Abstract

Ownership of a birth certificate as a form of State recognition of the child's identity. The importance of having a birth certificate is not supported by the level of public awareness, so the government needs to accelerate the increase in the coverage of birth certificate ownership as in the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 9 of 2016. This research aims to determine the results of the policy evaluation of accelerating the increase in coverage of birth certificate ownership in North Bintan District, Bintan Regency. The theory of evaluation uses the theory of William Dunn (2008), namely effectiveness, efficiency, adequacy, smoothing, responsiveness, and accuracy. The research method used a qualitative descriptive method. Research informants were from the Head of North Bintan District Public Service, North Bintan District service staff, North Bintan District TKSK officers, North Bintan District community. The results of this study show that the number of people in North Bintan Subdistrict who have birth certificates has increased with the accelerated increase in the coverage of birth certificate ownership. In implementing the acceleration of increasing the coverage of birth certificate ownership, North Bintan District, in collaboration with TKSK officers to assist in making birth certificates by interacting directly with the community. The accelerated implementation of increasing the coverage of birth certificate ownership has gone according to plan, although in its implementation there are still obstacles such as people who do not have requirements for making birth certificates, and people who cannot attend the socialization by TKSK officers. In this obstacle, North Bintan District has a settlement procedure for the accelerated implementation of increasing the coverage of birth certificate ownership as planned.
