Abstract

The road maintenance policy plays an important role in road handling in accordance with the Regulation of the Minister of Public Works Number 13 / PRT / M / 2011 as prevention, maintenance and repair in order to maintain a steady road condition in accordance with the level of service and ability when the road is built and operated until it reaches its age. the plan that has been determined. The purpose of this study was to determine the implementation of the City Road Maintenance Policy in Tanjungpinang 2017-2018 (study of the Minister of Public Works Regulation Number: 13 / PRT / M / 2011) regarding the procedures for road maintenance and surveillance. This research is a descriptive study with a qualitative approach. The focus of this study uses the theory of George C. Edward III (in Leo Agustino, 2020: 154-159) by looking at aspects: communication, resources, disposition, and bureaucratic structures. There are 8 informants. Data collection techniques through observation, interviews, and documentation. The results showed that the implementation of city road maintenance policies in Tanjungpinang was hampered by the lack of quantity and quality of human resources, complete facilities and infrastructure but lack of maintenance. The disposition as a whole has gone well, it's just that there is no direct public complaint service to the Public Works Office. Standard Operational Procedure for road maintenance does not yet exist. It still refers to Regulation of the Minister of Public Works No. 13 of 2011. Besides that, the community development sector only carries out periodic maintenance while routine maintenance is not carried out due to lack of human resources. The budget comes from the APBN and APBD. In 2017 there was carrying out road maintenance, it was just that the budget was very small than expected, in 2018 there was no budget for road maintenance. This also makes the implementation of city road maintenance in Tanjungpinang not running effectively and optimally.
