Abstract

Government policy in order to assist the function of the Neighborhoods / Village to improve services and population administration, the government has issued a Rukun Neighbors policy as an extension of the Neighborhoods / Village Based on the policies that have been issued by the government, for this reason, researchers make an approach and offer to these policies by evaluating existing policies. This study aims to determine and analyze the evaluation of the implementation of the function of the Head of the Neighborhood Association in Assisting the Tasks of the Head of the Tiban Lama Village, Sekupang District, Batam City in 2018 and also to find out and analyze the obstacles to the Implementation of the Function of the Head of the Neighborhood Association in Helping the Tasks of the Head of the Sub-District of Tiban Lama, Sekupang District, Batam City. 2018. William N Dunn's theory of public policy evaluation regarding the level of conformity between concepts and facts. In the research, the writer used qualitative research and used descriptive method. Descriptive method is research that tries to provide as accurate a picture as possible of a particular individual, situation, or group. Thus, this study intends to collect data on the Evaluation of the Implementation of the Function of the Head of the Neighborhood Association in Helping the Tasks of the Head of the Tiban Lama Village, Sekupang District, Batam City, then the results are clearly described as happened in the field of the Implementation of the Function of the Head of the Neighborhood Association in Helping the Tasks of the Head of the Tiban Lama Village, Sekupang District, Batam City. . The results showed that the implementation of the function of the Head of the Neighborhood Association in Helping the Tasks of the Head of the Tiban Lama Village, Sekupang District, Batam City has not been carried out properly, this is evidenced by the answers of the informants in the Village of Tiban Lama, so it can also be concluded in the study that the neighborhood units have not carried out their duties properly. in accordance with existing regulations
