Abstract

This research is motivated by the fact that the slum area has indeed become an important work for every Regional Government, including the Tanjungpinang City Government. The progress of regional arrangement as stipulated in Regional Regulation No. 10 of 2014 contextually is very good. It's just that the maximum implementation is needed in order to achieve the expectations. The problem in this research is how the implementation of Regional Regulation No. 10 of 2014 in the Purnama Valley area of Tanjungpinang City. Thus, the purpose of this study was to determine the implementation of Regional Regulation Number 10 of 2014 in the Lembah Purnama area of Tanjungpinang City. The subjects of this study were employees of the Tanjungpinang City Bapelitbang Office. Furthermore, the object of this research is the implementation of policies in the form of local regulation No. 10 of 2014. This type of research is descriptive with a qualitative approach. Research informants numbered 6 (six) people consisting of Head of Agency, Head of Division and Head of Sub Division. Data collection is done through observation, interviews and documentation which then the results of the data are analyzed with qualitative descriptive techniques. This study found that the implementation was carried out by implementing the Bureaucracy in Tanjungpinang City Research and Development Agency, which was quite good because it already had contributions and a working mechanism. In addition to having a good organizational structure, Bapelitbang also has its own rules governing the implementation of a special policy for the implementation of Regional Regulation No. 10 of 2014 in the Purnama Valley region. The resources they own, in fact, also support this implementation. Staff who are sufficiently qualified in terms of quality and quantity, information related to local regulations understood by all personnel, authority determined according to portions and can change according to needs and facilities to carry out very adequate implementation. The communication that was built also was in accordance with the principles of communication in general. There is internal and external communication seen there. Communication with the community can also occur such as the phenomenon of obtaining a Building Permit in the Purnama Valley area that needs to be assessed so that there is no conflict between regional development and the provisions in Local Regulation Number 10 of 2014.
