Abstract

The Village Head is the organizer and at the same time responsible for the running of the government and development in the area. In addition to carrying out government and development affairs, the Village Head (Kades) also has another obligation, which is to carry out community affairs in fostering the peace and order of the community and fostering and developing the soul and spirit of community cooperation. The development carried out in Resang Village is a realization of national development. To support development in Resang Village, the participation of the government and participation of all levels of society is needed. In realizing development goals, all natural potential must be explored, developed, and utilized as well as possible, as well as human resources must be further improved so that they can develop natural potential to the maximum so that development goals can be achieved. The purpose of this study was to determine the efforts of village heads and community participation in the development of Resang Village, Singkep Selatan Subdistrict, Lingga Regency. In this study, the writer used a descriptive qualitative research. The information was taken from the village government and community leaders. Data analysis technique used in this research is descriptive qualitative data analysis technique. Based on the results of the study it can be analyzed that the efforts of the Village Head and Community Participation in the Development of Resang Village, Singkep Selatan Subdistrict, Lingga Regency have not been running optimally. Another problem is that in the implementation of the Village Head's Efforts in Development it was found that encouragement to mobilize the community to participate in supporting existing programs was carried out but not yet fully carried out
