Abstrak

The tourism sector, which has played a role as one of the largest foreign
exchange earners both on a world scale and in Indonesia, has become an
important sector that the government can rely on to become the main pillar of
national economic development. The development of the leading tourist
destination of Senua Island requires integrated, comprehensive and sustainable
steps according to the direction of regional tourism development policies and
feasible in stages to be developed. Regional leading tourist destinations include
tourism destinations that have regional tourism corridors that have potential
tourism resources and have an important influence on economic, social and
cultural growth, empowerment of natural resources, environmental carrying
capacity and regional competitiveness. In the Natuna Regency Regional Tourism
Development Master Plan (RIPPDA) contains the main points of policy and
development which is the embodiment, utilization and planning of tourism
development which includes spatial issues, land use and physical plans as well as
the determination of priority areas that are developed in accordance with
characteristics as the direction and guidelines for the implementation of
development, control and supervision of tourism development in the Natuna
Regency. The purpose of this study was to determine the Implementation of
Regent's Regulation Number 16 of 2013 concerning the Development of Regional
Superior Tourism Destinations (DPUD) of Senua Island in Natuna Regency in
2017 using the Van Meter and Van Horn theory. The method used in this study
was descriptive qualitative. The results of this study are the implementation in the
development of Senua Island tourism that the Targets and Standards of leading
tourism destination policies in the island of senua are already on target, but those
who manage human resources are inadequate, communication between
organizations is not optimal and is constrained regarding land acquisition
budget. Researchers hope that the need for additional human resources to
manage Natuna tourism destinations, especially Senua Island and also the
government should immediately accelerate the resolution of land disputes on the
Senua Island between land owners and the Government. So the government has
no obstacles in the development and development of existing infrastructure and
facilities on Senua Island.
