Abstract

Public-private partnership is intended to reduce the burden on local governments in carrying out regional development. This can be seen from the efforts of the Bintan Regency in Ekang Anculai Village to initiate cooperation with the private sector by PT. TUNAS PRATIWI NUSANTARA in developing a tourist area located in Ekang Anculai Village. Retrieval of data and information on the existence of a partnership pattern in the development of an anculai tourism village uses qualitative research. The theory used is the partnership theory which explains that the public-private partnership is understood as a particular project or activity. The government carries out its duties as a maker and implementer of these policies while the private sector is made as a place or forum for its implementation. All decisions regarding the implementation of development, management, operation, management and regulation both in whole and in part of the area including its facilities are absolute rights held by the private sector entirely, the BUMDesa may not interfere in this matter except by only giving advice and input according to local policies to the parties private as manager. This makes the results and objectives to be achieved are not concrete and does not seem to bring significant influence in the Village of Ekang Anculai.
