Fuel oil is a natural resource controlled by the state and is a vital commodity that plays an important role in the supply of industrial fuels, households and other basic needs. The high rate of use of fuel oil and also PT. Pertamina which is not able to always provide fuel oil results in the mushrooming of retail fuel sellers. The sale or sale of fuel oil by the retail seller of fuel oil is unlicensed or illegal and has violated the laws and regulations. But it also needs to be examined and taken into consideration that the presence of retail fuel sellers themselves is very helpful to the community and also becomes something that is very much needed. The formulation of the problem in this research is how is the enforcement of criminal law against unlicensed fuel sellers in Tanjung Pinang city and how is the solution to the problem of selling fuel without the permit. The purpose of this research is to find out how criminal law enforcement against the sale of unlicensed fuels is carried out by the competent authorities and to create solutions to solve the problem. This research method uses empirical normative methods using qualitative data analysis. Basically, violations of the selling or trading activities of fuel oil that do not have such licenses occur because there is still a lack of public knowledge about the activities of selling fuel oil based on statutory regulations required to have a permit from the government. The conclusion that can be drawn from this study is the enforcement of criminal law against Oil Fuel Sellers who do not have such licenses are still not running effectively because there are still many Oil Fuel Sellers who do not have licenses in Tanjung Pinang City
