Abstrak

Illegal racing has often occurred in Indonesia, especially the city of Tanjungpinang. This racing seems endless and moreover, this wild race is often carried out by teenagers who show deviant actions from these teenagers. This wild racing originated from someone's hobby. Motorbike racing activities are usually carried out without using safety and safety standards for driving, such as not installing motorbike equipment, headlights, brake lights, directional lights, tires that are not standard sizes, loud-sounding exhausts, and not wearing helmets. The formulation of the problem in this study is how to enforce criminal law and what obstacles are faced in an effort to overcome illegal racing activities by teenagers in the city of Tanjungpinang. The purpose of this study is to find out more about how to enforce criminal law against illegal racing activities by teenagers and also to find out what obstacles cause difficulty in enforcement. This research method uses empirical normative method using qualitative data analysis. Basically, wild racing activities carried out by adolescents occur because of changes in someone during adolescence who want to show their essence and pass the adolescent's hobbies, causing deviations and committing acts that violate the law. As well as their lack of knowledge of teenagers about the existence of rules or laws that violate the existence of illegal racing, so that this act continues from time to time. The conclusion that can be drawn from this research is that the enforcement of criminal law against racing activities is carried out using two (efforts), namely preventive and repressive measures. Factors that influence the effectiveness of law enforcement include; legal factors, law enforcement factors, facilities and facilities factors, community factors and cultural factors.
