Abstrak

Traditional Market is a favorite place for people, especially the lower and middle class to meet their daily needs. Traditional markets tend to sell local goods and less imported goods are found, because goods sold in traditional markets tend to be the same as modern markets, so the goods sold are of relatively similar quality to modern markets. This study aims to evaluate the development policy of the Tanjung Berlian fish market in North Kundur District, Karimun Regency based on 6 policy dimensions, namely: effectiveness, efficiency, adequacy, fairness, responsiveness and accuracy. The method used in this study is a qualitative research method with as many as 10 people informants consisting of 1 person from the Department of Trade, UKM and ESDM Cooperatives, 1 person from Kundur Utara District, 4 people representing the type of Traders and 4 people. The results of this study in terms of effectiveness, the achievement of the objectives of the construction of the fish market in growing the economy of the fish market traders has not been achieved. In terms of efficiency, inefficiency can be seen at the implementation stage of the Fish market policy. In terms of adequacy, the construction of a more modern, cleaner fish market that has complete facilities is correct. In terms of justice, it has not shown the application of justice in determining the location of Fish market development, for example the communication and desires between the government and traders in determining the location of the Fish market. In terms of responsiveness, one of the objectives of building a fish market is to be able to accommodate traders to a place that is more feasible, comfortable and clean and can encourage the economy of traders is correct and for responsiveness from the government is indeed good. In terms of accuracy, in the government's point of view that the Fish market development policy is right but for the benefit it is not yet, but the traders of the Fish market development policy have not been able to feel the benefits and benefits because they have to bear the losses and owe to cover the losses received. Researchers concluded that the Tanjung Berlian fish market development policy carried out by the North Kundur government of Karimun Regency was not appropriate. In carrying out the construction of the Tanjung Berlian Fish Market, the government pays more attention to and oversees the implementation process.
