Several points of road sections in Tanjungpinang City have seen repairs and patches, but that does not mean that they are separated from monitoring and maintenance. The purpose of this study was to determine the implementation of the Minister of Public Works Regulation Number 13 Year 2011 concerning Procedures for Road Maintenance and Surveillance in Tanjungpinang City. The research method used in this research is descriptive with a qualitative approach using interview data collection techniques, observation, and documentation. The results of this study indicate that 1) The communication carried out by the three road administrators has been optimal by giving freedom to the public to make reports or complaints regarding damaged roads by coming directly to the institution in accordance with their authority. 2) Human resources among the three road administrators are sufficient, facility resources are adequate although it must be maximized again, and budget resources are still not optimal. 3) The disposition of the three road operators is responsive by going directly to the field when receiving complaints related to damaged roads even though they were not immediately repaired because they had to survey road conditions and see if budget funds were available or not. 4) The bureaucratic structure is not optimal, this can be seen in the absence of SOP in the form of a special document. The conclusion in this study is that the implementation of the Minister of Public Works Regulation number 13 of 2011 which is carried out by road organizers, namely the PUPR Office of Tanjungpinang City, the PUPRP Office of Riau Islands Province, and the P2JN Satker Riau Islands as a whole has been running optimally despite some obstacles. Suggestions from Researchers There is still a need for improvement from road administrators in carrying out road maintenance by periodically supervising road sections that need attention so that they can be handled quickly.
