Abstract

This study aims to find out the implementation of government goods and services through electronic procurement services in the Riau Islands Province. Procurement of goods and services by the government is a routine activity carried out to meet the needs of the government is a routine activity carried out to meet the needs of the government wheel. Based on LKPP agency regulation no. 14 of 2018 concerning electrony procurement, an electronic procurement service was formed using system 4.4. Electronic procurement of goods and services aims to increase transparency and accountability, increase market access and fair business competition, improve the efficiency of the procurement process, support monitoring and audititng and meet realtime information access needs. The research method used is qualitative descriptive with data collection techniques through checklist observation, interviews and documentation. this study shows that the implementation of procurement of goods and services through electronic procurement services in the Riau Islands province has worked adequately. The results of this study are based on the theory of George C Edward III, the communication process has run quite well without any significant problems because all the auction requirements could be accessed through the website that has been provided, the persistence in terms of human resources is in accordance with the structure created but it still needs to be held technical training, in terms of disposition in accordance with presidential regulation no 12 of 2021 and based on its bureaucratic structure procurement of government goodss and services in the Riau Islands Province has worked according to operational standard procedures (SOP). With the availability of other supporting facilities supported by computer devices is sufficient, however there is an obstacle that the internet network doesn’t have its own domain, so when interference occurs it has to wait for the conclusive of the central LKPP and the internet capacity provided is still limited which there are some failures in opening bids.
