Management of marine and fishery resource wealth needs to be maintained so that its sustainability can be sustained, the supervisory mechanism related to the policy of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number 23 of 2021 regarding Standards of Operation and Monitoring of Fisheries are alternatives to the welfare of fishing communities. This study aims to determine the policy of the Minister of Marine Affairs and Fisheries regarding fishery vessel operation certificates in the issuance of fishing vessel operation certificates issued by the Marine and Fishery Resources Monitoring Post of Kijang City. The Research instruments use interviews, observations and documentation. The data analysis technique uses data reduction, namely taking raw data continuously during the research. The results of research show that Bintan contributes the most to the fisheries sector in the Riau Islands Province, the community is aware of the importance of fishing vessel documents. The course of the covid-19 pandemic service remains well done.
