This study aims to analyze the background of the acquisition of land property status for the old village of Batam City and land governance in Batam city as the old village becomes a property right. This study uses a descriptive qualitative research approach as its main source of data. Data is collected through observation techniques, interviews, and documentation. Data analysis techniques use the Miles and Huberman model with Good Governance theory i.e. the indicators are Participation, Legal Certainty, Transparency, Concession-Oriented, Court-Oriented, Effectiveness, Accountability, and Strategic Vision. This study on the background by the old village is the only area that gets property rights to land through the Comprehensive Systematic Land Registration Acceleration Program in Batam City. Based on the research results and discussions then it is possible to draw a conclusion that the research results show that the principle of good governance has been applied to the land governance arrangement in Batam City as Old Village as a property right. However, in the indicators of effectiveness and efficiency it is still not well implemented as a result of the yet optimistic realization of the budget, so the rate of use of the budget is decreasing. This study recommends the need to optimize the realization of PTSL implementation, by increasing stakeholder coordination such as cutting bureaucratic lines between Batam City Land Office, Batam City Government, BP Batam and other relevant agencies by forming a coordination team. So that the process will be faster and the problems that arise will be smaller.
