Villages have a very important role in providing targeted, focused and smooth public services, especially in program activities that are in direct contact with the interests of the community. The allocation of Village Funds shall com from the Regency/Municipal APBD sourced from the portion of the central and regional financial balance fund received by the regency/city for the village at least 10 %. This study aims to determine the performance of village government official in managing village finances and whether the activity programs made have been effective or not. The method used is qualitative with the type od effectiveness according to Duncan in (Richar M. Steers, 1985;53) namely; 1) achievement of goals, 2) integration, and 3) adaptation. The indicators for achieving the goals are quite effective. The integration indicator is still not effectively implemented, this can be sen from the lack of transparency of the village government in providing an understanding of the role of the community in the management of ADD. The adaptation indicators have not been effective because of the constraints of incompetent human resource causing delays in the planned programs so that they are not managed properly. The conclusion regarding the Effectiveness of ADD Management in Keton Village, Lingga Timur Subdistrict, Lingga Regency is that the Keton village government has tried to manage village finances by following all mechanisms and procedurs, but the implementation has not been optimal because there are still some obstacles, namely the lack of community participation and lack of human resource competence which causes the program/the activities carried out were not carried out properly.
