Abstract

In order to facilitate the reach of government performance and services to the community, the
Batam City Government implements an electronic retribution (e-retribution) program for waste
collection bills in the Batam City area. Currently, there are 3 sub-districts, namely Lubuk Baja
District, Batam City District and Sekupang District that have used the e-retribution program
through electronic payment systems using barcodes. This program has been implemented by the
Batam City Environmental Service for the people of Batam City since 2018 until now. To support
obtaining the results in this study, the researcher uses the theory proposed by Siagian, (2012)
regarding Program Evaluation which includes an assessment of planning, assessment of
implementation and assessment of activities. This study uses a qualitative descriptive method based
on observation and data collection techniques. Based on the results of the study, it was found that
currently the implementation of the e-retribution program for waste management at the Batam City
Environmental Service has been going well. The people of Batam City who have used the scanned
barcode of the e-retribution get convenience in the process of paying the waste management fee. In
addition, although the installation or application of this e-retribution has not been comprehensive
in all sub-districts in Batam City, but from every sub-district that has implemented this eretribution, it was found that the implementation of this e-retribution was successful and well
implemented by the Batam City Environmental Service
