(3) the characteristics of the implementing organization are in accordance with the characteristics of already knowing the responsibilities and duties of each. (4) the attitude of the implementers has not been optimal because the PAMSIMAS management body has not carried out its duties properly, such as checking infrastructure and paying dues to the community. (5) communication between organizations and implementers cannot be said to be optimal because the district person in charge does not have the right time to visit or check Sri Bintan Village. and (6) economic, social & political conditions.
