Abstrak

Implementation of tourism marketing development programs in increasing tourist visits to Lingga
Regency is very important in addition to being able to improve the community's economy but also
affects the Regional Government in the form of Revenue Original Region (PAD). The purpose of this
study was to analyze the implementation of the tourism marketing development program by the
Lingga Regency Tourism Office. The research method used is qualitative research, by processing
data from interviews with the Lingga Regency Tourism Office and the Lingga Regency Community,
field observations and data files obtained directly. The results of this study found that the
implementation of the tourism marketing development program carried out by the Lingga Regency
Tourism Office was running well. Using the theory from Sumaryadi (2010) regarding the elements in
policy implementation, namely: Process, Objectives and Results or Impacts which in the
implementation of tourism development programs carried out by the Lingga Regency Tourism Office
have carried out several activities aimed at the development and marketing of tourism in Lingga
Regency. , so that it can have an impact on increasing tourist visits and improving the regional
economy in the form of Regional Original Income. The results of the research on the process element
found that the Lingga Regency Tourism Office was able to carry out all activities in the
implementation of tourism marketing development programs. Then the objective element is that the
Tourism Office has a target goal to be achieved through destinations, promotions, institutions, and
industries which, if all of them are achieved, will be a successful use of regional potential. As well as
the result or impact element, namely an increase in tourist visits and an increase in Regional Original
Income which indicates the successful implementation of the tourism marketing development
program in Lingga Regency.
