ANALISIS KONSEP MARITIME SECURITY DALAM IMPLEMENTASI INTERNATIONAL SAFETY MANAGEMENT (ISM) CODE DI KSOP KELAS II TANJUNGPINANG

This study aims to analyze the implementation of the ISM Code at KSOP Kelas II Tanjungpinang through the maritime security concept. The ISM Code has been ratified since 1994 by Indonesia and applied to every region including Kepulauan Riau. Kepulauan Riau, almost 96% of its area which is owned by the sea, directly adjacent to Singapore and Malaysia on its sea transportation activities, and has a strategic role in international trade traffic. The purpose of implementing the ISM Code is to improve safety and prevent accidents and pollution as regulated by the International Maritime Organization. The research method is qualitative through interviews, documentation, and observation. The location and object of the research is KSOP Kelas II Tanjungpinang, Kepulauan Riau. The data obtained were compiled systematically and analyzed qualitatively. Analysis of the effectiveness of the international regime and maritime security concept is used to answer the implementation of the ISM Code at KSOP Kelas II Tanjungpinang. The implementation of the ISM Code at KSOP Kelas II Tanjungpinang must be considered to ensure the implementation of safe sea transportation activities as regulated by IMO and ratified in every region of Indonesia. It is still necessary to optimize the function of each maritime actor who has legal responsibility. Changes in focus, understanding, and awareness of the importance of Maritime Security are still needed. Optimizing resources and functions continuously, emphasizing preventive and repressive efforts so that there is no threat of repeated violations of the law in marine areas that directly border.
