IMPLEMENTASI PERATURAN DAERAH NOMOR 04 TAHUN 2016 TENTANG PENYELENGGARAAN DAN RERTIBUSI PERPARKIRAN KOTA TANJUNGPINANG

Abstract

This parking policy is contained in Regional Regulation Number 04 of 2016 concerning Parking Management and Retribution in Tanjungpinang City, the parking regulation is made for order, convenience of traffic and to increase Regional Original Revenue (PAD). The purpose of this study was to determine the implementation of the Tanjungpinang Regional Regulation Number 4 of 2016 concerning the Implementation of Parking Levies. The data analysis technique used in this study is a descriptive qualitative data analysis technique using the George C. Edward III theory which divides 4 models in policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results showed that in the context of the implementation of parking policies in the City of Tanjungpinang had not run optimally. Because there are still many violations that occur in the field in the process of implementing both from the parking attendant, the community, and from the Transportation Agency. In addition, there is still a lack of resources as a party implementing policies with inadequate facilities and infrastructure. And the application of sanctions imposed on violators of these parking regulations is still weak resulting in these regulations not being implemented properly.
