Along with advances in technology, the development of the world of information is currently growing faster and faster, so that many agencies are improving the quality of their services in various ways. E-government is an information technology system developed by the government to improve public services by providing options for the public to get easy access to public information. The Department of Population and Civil Registration (Disdukcapil) Tanjungpinang launched the Population and Civil Registration Information System (Sikancil) application. Making the Sikancil application is a demand from the Minister of Home Affairs (Mendagri) who wants to be able to make online service effectiveness. This study aims to determine the evaluation of services through the Sikancil Application System at the Office of Population and Civil Registration (Disdukcapil) Tanjungpinang, the research method used is a descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observations, and documentation related to the evaluation of services through the Sikancil application system at the Disdukcapil Tanjungpinang office. The data obtained is then analyzed qualitatively by examining all the data that has been collected and supported by the results of interviews with the service evaluation theory approach according to Dunn who suggests evaluating the usefulness of alternative policies in solving problems which include effectiveness, efficiency, adequacy, equity, responsiveness, accuracy. From the results of the study, it can be seen that based on the results of the study, it can be concluded that the evaluation of services through the sikcil application system at the population and civil registration office (Disdukcapil) has been quite successful, but from six indicators there are four indicators that are not optimal, namely Effectiveness, Efficiency, sufficiency and equity.
