Abstrak

The Covid-19 pandemic that occurred in Indonesia in March 2020, had an impact on the Indonesian economy as a result of the Corona Virus Disease. The government issued a policy to maintain the financial stability of the State and maintain the buying and selling power of the people with the Social Safety Net (JPS) program in accordance with Law Number 2 of 2020 concerning Stipulation of Government Regulations in Lieu of Law Number 1 of 2020 concerning State Financial Policy and System Stability Finance for Handling the Corona Virus Disease (COVID-19) Pandemic in Facing Threats That Endanger the National Economy or Financial System Stability. The Social Safety Net (JPS) program includes the Covid-19 Direct Cash Assistance (BLT) and the Family Hope Program (PKH). Describe the implementation of the JPS program policy on BLT Covid-19 and PKH assistance and analyze the factors that support the occurrence of problems in Senayang Village. The research uses qualitative research methods. By using the implementation model of Donald S. Van Meter and Carl E. Van Horn has six indicators, namely: size and objectives of the policy, resources, characteristics of implementing agents, attitudes and tendencies (disposition) implementers, communication between organizations and implementing activities, social environment, economics and politics. Implementation of the program has not been going well, because the target beneficiaries are not well targeted and overlapping, the attitude of program implementers is not good, communication is not going well, and has political influence in collecting data on beneficiary families (KPM).
