The development of Village-Owned Enterprises (BUMDes) has an important role in improving the welfare of rural communities. In its development, Kelong Village has provided an initial capital of Rp. 200,000,000 in 2016 since the establishment of BUMDes Layar Bertuah. However, BUMDes Layar Bertuah has not been able to provide maximum contribution to Kelong Village. At the beginning of its establishment in 2016, the village only provided capital in the form of goods that could be managed for the development of BUMDes. The purpose of this study is to find out what are the inhibiting factors in carrying out the development of Layar Bertuah BUMDes. In this study, the researcher used the theory of Inhibiting Factors for the Development of BUMDes proposed by Sutoro Eko (dalam Mayu. W. I. 2016). The method used in this research is descriptive qualitative method with 8 informants and uses data collection techniques and tools in the form of observation, interviews, and documentation. The results of the study found that in this study the BUMDes of Layar Bertuah experienced several inhibiting factors, namely Leadership, Business Scale and Reach, Local Emancipation, Cooperation, and Village Traditions. The conclusion of this research is a. The management's limited knowledge in understanding the meaning of leadership, managerial and governance of Village Owned Enterprises accompanied by the lack of experience of a director in entrepreneurship to manage a business institution in Kelong Village; b. The scale and reach of the business carried out by the BUMDes of Layar Bertuah is not able to develop; c. There is no cooperative relationship with BUMDes management members; d. The Kelong Village Owned Enterprise was not born from the spirit of local emancipation; e. The absence of a strong village tradition is due to a lack of solidarity, cooperation and mutual assistance among the village community.
