Abstract

In the development and progress of a village, the village government needs partners to run the wheels of government. Human resources and natural resources become an added value for a region, these two things will be able to support infrastructure development and the economic cycle in the midst of the people of Busung Village. BUMDes as an institution that leads the Tourism Awareness Group (POKDARWIS) is an agency or institution known as village-owned enterprises in Law No.6 of 2014 concerning Villages. Villages are given the authority to manage natural resources through BUMDes so that the village has independence in managing village scale natural resources. Through a qualitative approach, this researcher examines how the use or management of ex-mining land by a business entity belonging to the village of Busung, Bintan Regency. The results show that the management or utilization carried out by BUMDes has not been running properly due to the limitation factor of the village government and Busung village-owned enterprises have not found cooperation with private parties from the land sector and the blue lake desert tourist attraction is minimal in terms of administration, management structure. , division of functions and budgeting. From this limitation, it becomes an inhibiting factor for the legality of the ex-mining land rights to become a tourist attraction spot in supporting the economic growth of the people in Busung Village, Bintan Regency.
