Abstract

Indonesia as an archipelago country is certainly required to be able to develop and make good use of its maritime sector, ranging from the transportation, defense, and utilization of its natural resources. In this study, researchers will focus on problems related to marine aquaculture fisheries conducted by fishing communities. Aquaculture activities carried out by the fishing community are generally located in the coastal sea of Tanjungpinang City which we commonly call keramba. In Dompak Village itself there are several aquaculture activities carried out by the fishing community either in groups or individually or privately owned. The purpose of this research is to find out how the role of the Department of Food Agriculture and Fisheries of Tanjungpinang City in empowering the fishing community in Dompak Village. The method used in this research is qualitative descriptive method. The results of this research are in the empowerment of fishing communities in Dompak Village, The Department of Food Agriculture and Fisheries of Tanjungpinang City taking four roles, namely: The Role of Facilitators, The Role of Education, The Role of Representatives, and Technical Roles. The obstacles experienced by the Department of Food Agriculture and Fisheries of Tanjungpinang City in empowering the fishing community in Dompak Village lies in the mindset of people who still believe that aquaculture is a difficult thing to do and requires a large capital. For this reason, the government strives to provide community facilities such as donating grouper fish seedlings and food equipment for keramba. In addition, the government also provides education to the community through training activities, the government is also present in providing socialization to the community related to the importance of aquaculture, and finally the government determines the technical and rules that must be adhered to in fishery cultivation. The researchers suggested that the government should be more intensive in socializing about aquaculture to the fishing community in Dompak Village.
