Abstract

The success of a development in a society that is still traditional is determined by the involvement of the Informal leader and how the typology of the institutions in the area that will carry out the development. One form of involvement of informal leaders is how they act as a leader towards the community and village government and what are the dimensions of the institution they lead. The purpose of this study is to find out who the local leaders who influence development in the community, find out how their role to the community and village government is related to the development process carried out by the village government, know how the typology of informal institutions that exist in an area who are doing the development process. This research is a qualitative descriptive study conducted in Mentebung Village, Tambelan District, Bintan Regency, Riau Archipelago Province. Informants in this study include the village government, community and informal leaders themselves with a purposive sampling method so that the number of selected respondents is 25 people. Primary data were obtained by conducting interviews based on interview guidelines and secondary data obtained from books, archives, documents related to research. The results of this study indicate that there are informal leaders and informal institutions in the Desa Tebebung. This leader carried out his role on the village government and the community which turned out to make a positive impact on the development that would and was being carried out.
