Abstract

The Unitary State of the Republic of Indonesia is a state of law. Everything is carried out under the law including trade affairs which are regulated through Law Number 7 of 2014 concerning Trade Licensing is one of the policy and control efforts by the Government for the circulation of certain goods, one of which is related to the circulation of alcoholic beverages. But in reality in the Bintan regency the circulation of alcoholic beverages is not controlled even circulating without permission among the people through alcoholic beverage retailers. Therefore, the authors are interested in conducting further research with the aim to find out how criminal law enforcement against alcoholic beverages without permission by the Civil Servant Investigator (PPNS) of the Industry and Trade Office of the District of Bintan and how the efforts are made to overcome obstacles in law enforcement. This research was conducted with an empirical normative approach, with secondary data sources and primary data, analyzed qualitatively then presented descriptively. The results of this study are to juxtapose theory with the results of research so that it is known how law enforcement and efforts made by law enforcement officials against obstacles in law enforcement alcoholic drinks without permission so that future law enforcement can be implemented optimal.
