Abstract

In accordance with government regulation number 41 of 2017 concerning amandement of gevernment regulation number 47 of 2007 concerning the free trade zone and free port of Bintan that Tanjungpinang city area included in the free trade zone is the Dompak and Senggarang areas. But based on preliminary research that almost in all areas of the city of Tanjungpinang can be found and free to trade. The purpose of this research is to find out how the coordination among government instantions is in overseeing the circulation of non-excise cigarettes in the city of Tanjungpinang. The results of the study are : first, each instancy has its own duties and functions. Second, no joint task force has yet been formed to oversee the circulation ofnon-excise cigarettes. Third, each instancy performs its respective duties and functions and does not interfere in the duties and functions of others instancies. Fourth,the lack of communication made by each instancy in coordinating. Fifth, each instancy has carried out joint activities in monitoring the circulation of non-excise cigarettes. Sixth, the position of the city of Tanjungpinang which is in the middle of the free trade zone is very difficult to prevent the circulation of non-excise cigarettes. The conclusion of this study is that the coordination carried out bby gevernment instancy in monitoring the circulation of non-excise cigarettes in the city of Tanjungpinang is still not effective and efficient.
