ANALISIS TRANSNATIONAL ORGANAIZED CRIMESS(TOCs) DALAM PENGEMBANGAN EKSPOR PERIKANAN DI SENTRA KELAUTAN DAN PERIKANAN TERPADU (SKPT) KABUPATEN NATUNA TAHUN 2018-2020

Abstract

Natuna Regency is one of the regencies with a large potential of marine natural wealth which is influenced by its geographical location. This has both positive and negative impacts. One of the negative impacts of this is the indication of Transnational Organized Crimes (TOCs). This indication can be seen from the hampered development of fisheries exports in the Integrated Marine and Fisheries Center (SKPT) of Natuna Regency. Transnational Organized Crimess have started to become the world's attention because they are considered detrimental to the state. In Natuna Regency, the movement of TOCs that occurs is the existence of the Fisheries Mafia (Middlemen). This study uses the concepts of Transnational Organized Crimess and IUU-Fishing and uses the theory of Transnational Organized Crimes. The purpose of this research is to find out existence of TOCs activities in Natuna Regency, to know the development of SKPT in the last few years and also to know the export barriers in SKPT Natuna Regency. This research method is qualitative which is based on literature study and the results of field observations. The results of this study found that there were several problems including the existence of a market monopoly by the fisheries mafia, the lack of maximum data archives in several agencies and inadequate human resources
