Abstract

Health is the most important thing in human life. Humans can do activities because they are healthy
from within the human body itself. Starting January 1, 2014 the Government of Indonesia has
launched the National Health Insurance (JKN) program with the aim of providing welfare protection
for all Indonesian people from health shocks. The Bintan Regency Government has issued a policy in
the form of Bintan Regent Regulation Number 35 of 2016 concerning Free Health Services at Public
Health Centers and Class III Inpatients at the Bintan Regency Hospital. This study was conducted to
determine the implementation of the policy of the Bintan Regent Regulation Number 35 of 2016 in
providing services to patients, as well as integrating regional health insurance into the National
Health Insurance. This research method is descriptive qualitative. This qualitative descriptive
research, the researcher will provide a systematic, factual and accurate description of the facts
according to the scope of the research. With 7 informants consisting of the Head of General Affairs
at the Bintan District Hospital, the Head of the Nursing Division of the Bintan District Hospital,
Patients at the Bintan District Hospital, and the community seeking treatment at the Bintan District
Hospital. The results of this study indicate that the policies issued to achieve the desired impact seen
from the indicators of the applicable compliance level, the smooth implementation of routine
functions, and the realization of the desired impact, it turns out that some are not in line with
expectations and are effective and efficient, the conclusion of this study is The policies that have been
implemented can be enjoyed by all people who have a Bintan ID card in getting free health services
at the Bintan District Hospital but have not shown the expected results, namely all people who have
a Bintan ID card are participants of the National Health Insurance.
