Abstract

This study aims to determine the implementation of the Batam City government program regarding controlling illegal settlements in Batam City, and to determine the factors that encourage someone to choose to live in illegal settlement locations in Batam City. Qualitative research method with descriptive research type with data collection using observation, interviews, and documentation. To determine the informant using a purposive sampling technique. Data sources include primary and secondary data. The data analysis technique uses descriptive analysis, which is an analysis that describes the reality that exists in the field, the Batam city program on controlling illegal settlements is a program to increase security and environmental comfort. One of the implementations is controlling illegal houses and illegal kiosks. on government-owned land as measured by six indicators, namely policy standards and targets, resources, inter-organizational relations, characteristics of implementing agents, social, political and economic conditions, and the disposition of the implementor or the attitude of the implementer. The results of research in the field, the implementation of the Batam City program on controlling illegal settlements in the Program for Increasing Environmental Security and Comfort, one of the implementations of which is Controlling Illegal Houses and Kiosks on Government-Owned Land, can be said to be successful. However, the indicators of social, political, and economic conditions were not carried out optimally due to the absence of material and non-material assistance, only assistance was given to people who could not afford it and a place to rent flats for free for six months was provided.
