Abstract

Law Number 13 of 2013 concerning Manpower explains that every worker has the
same opportunity without discrimination to get a job, explicitly that Law Number
13 of 2003 concerning Manpower article 86 paragraph 1 that every worker /
laborer has the right to obtain protection on occupational safety and health, and
article 87 paragraph 1 that every company is obliged to implement an occupational
safety and health management system that is integrated with the company's
management system. Regulation of the Minister of Manpower No. 5 of 2001
concerning the procedures for implementing work accident insurance, death
insurance and old age insurance in the article in article 31 part b, namely workers
outside of work relations or independent workers. The purpose of this study was to
determine the implementation of work safety guarantees for drivers by the Gojek
company in Tanjungpinang. This research method uses descriptive research with a
qualitative approach, the type of data used is primary data, secondary data where
data collection uses documentation, observation and interview techniques. In the
implementation of this work safety guarantee the author uses 4 indicators Edward
III (1980). The communication indicator has not run optimally because there are
still many drivers who do not register themselves as BPJS Employment
participants. The resource indicator has been running optimally. In the disposition
indicator, the implementing policy supports the implementation of work safety
guarantees for drivers because there has been socialization between the Gojek
company and BPJS Ketenagakerjaan. Indicators of the bureaucratic structure have
been running optimally because BPJS Employment and drivers have personal
attachments. The conclusion from the results of the research regarding the
implementation of driver safety guarantees by the Tanjungpinang gojek company
is that in general the implementation of this work safety guarantee has not run
optimally because there are still many gojek drivers who have not registered as
BPJS. Employment participants.
