Abstract

Education is the foundation of hope for improving the quality of human resources and is a human right for every human being, because education is an inseparable part of the life of social beings, for that education must be given to all communities, including the marine tribe community which is included in the category of indigenous peoples who live in hard-to-reach areas. This study aims to determine the strategy of the Lingga Regency Government in improving the education of marine tribal children in Kelumu Village, the research method used in this research is descriptive qualitative with informants namely the head of the education office, the Head of Kelumu Village, the Customary Head, and several Sea Tribe community. Data were collected through interviews, observation and documentation. By using the theory of Fred R David where there are 3 indicators, namely; strategy formulation, strategy implementation and strategy evaluation. The results of the research show that the government has developed a strategy to improve the education of sea tribe children through the education office by conducting equalization of education for school age children, especially for marine tribe children as evidenced by the existence of programs that have been created and implemented, as well as a literacy school development plan. However, the current program is deemed to be insufficient for the improvement of the children of the sea tribe, considering that the children of the sea tribe have different characteristics from most children.
