UPAYA DIPLOMASI PUBLIK PROVINSI KEPULAUAN RIAU DALAM RANGKA MENJADIKAN PROVINSI KEPULAUAN RIAU SEBAGAI DESTINASI PARIWISATA INTERNASIONAL TAHUN 2016-2019

This research aims to understand the public diplomacy effort of Riau Islands Province in making Riau Islands Province as international tourism destination, within year 2016 to year 2019 timeframe. This research employ Ellen Huijgh’s framework of public diplomacy evaluation. The research method used is qualitative, with data collected from library research as well as fieldwork by interviewing several informants related to research problem. The result shown that in term of creation of structure and strategy, the effort is well performed with the Tourism Office as main unit which achieved good result in its tasks and function. In system creation, the result was not done in a comprehensive manner since the system was put on partially. On to the image building aspects, was perfomed successfully, looking at various promotion and image branding programs. In the network building, there are problems related to coordination and different aims and purposes among stakeholders. As for the multi-actors development, there were problems related to burden sharing and role distribution which affected works of actors in developing dynamic system of cooperation. Thus it can be concluded that two out of five aspects were performed well. The public diplomacy effort proven to have good foundation but lack systematic aspects.
