Abstract

Implementation of the ASEAN Mutual Recognition Arrangement on Tourism Professionals (MRA-TP)to solving social problems, such as inequality in ASEAN countries and limited professional labor, as well as helping ASEAN countries get competent labor to improve service quality in the region, in conjunction with the implementation of the ASEAN Economic Community. The MRA-TP facilitates the movement of labor to ASEAN member state, especially in the tourism sector. Economic interests also underlie regional integration in the sub-regions, Indonesia, Malaysia and Singapore. Lagoi Bintan tourism area which is also known as the Bintan Beach International Resort area in Bintan Regency is one of the results of cooperation from the integration of sub-regional areas, namely Indonesia and Singapore, through the company PT. Bintan Resort Cakrawala, the company is an extension of an international company headquartered in Singapore, Bintan Resort International Pte. Ltd. The integration of border tourism areas, there must be certain standards and criteria that should be agreed upon and prepared by both countries, especially in the case of certification of tourism labor as regulated in the Asean MRA-TP. With a relatively large and well-established tourist area, the author tries to reveal how a large company plays a role in human resource development in a different country from the country of origin of the company, be it about certification, training and readiness of each Bintan district's local workforce, as well as readiness of government actors, in this case the cultural and tourism office and the Bintan district manpower office as stakeholders in terms of tourism and manpower in the Bintan district.
