IMPLEMENTASI KEBIJAKAN PEMBATASAN PLASTIK (STUDI KASUS KELURAHAN SUNGAI LANGKAI, DI KOTA BATAM)

Abstract

The purpose of this research is to find out how the implementation of the Policy on Restricting the Use of Plastics (case study of Kel. Sungai Langkai, Batam City). This policy is a derivative of the Batam City Environment and Forestry Service through a circular letter 525 / DLH / X / 2019 concerning the Call for Reduction a nd Management of Plastic Waste. The research method used is descriptive qualitative and uses the theory of Mazmanian and Paul A. Sabatier by using four indicators, namely technical difficulty, diversity of group behavior, accuracy of funding allocation sources, and public/social support. Collecting data using interviews with informants, amounting to 4 people, with primary and secondary data sources. Based on the results of the research, it can be concluded that the implementation of the policy on limiting the use of plastics in the Langkai River Village has not been going well, marked by the absence of a decrease in the amount of waste, especially plastic waste and not achieving the national target of reducing waste 30% and handling 70% of waste. Researchers found that there were obstacles in implementing policies, namely that there were still many business actors and the public who did not know the circular letter policy, there was no socialization to business actors and the community as the main actors implementing the policy, there was no strong regulation that created rewards and sanctions, there was no delegation. the authority exercised by DLH, the level of awareness to comply with policies based on educational background and economic welfare, unclear sources of fund allocation, and lack of support from business actors and the community for the implementation of the circular policy
