EVALUASI PROGRAM PEMBERDAYAAN MASYARAKAT (STUDI PENGGUNAAN DANA DESA LANCANG KUNING KABUPATEN BINTAN)

Abstract

Village Lancang Kuning one of the village that was in sub-district Bintan Utara, regency Bintan, province Kepulauan Riau. In terms of economiccs, it’s low. This can be seen from many of its societies yet to find a viable job to boost the economy. The purpose of this study is to evaluate people’s empowerment programs in improving society’s economies by taking village Lancang Kuning fund use studies, regency Bintan. The use of village government funds in the village Lancang Kuning have been using it according to the needs of the villagers and according to the prescribed rules. The implementation of this empowerment program is still less effective due to lack of community participation, a view toward the purpose of empowerment that village people still do not understand, resulting in a lack of participation while village governments maximize in the progam’s design process. Data analysis techniques using data analysis methods with models Miles dan Huberman 1984. A type of descriptive research with a qualitative approach. In the evaluation of the research fund empowerment program. The result of this study are viewed from the process indicator, which has seven indicators: acces, coverage, frequency, bias, precision of services,accountability, program matches with the need to measure success from the process indicator. Evaluate from the benefit indicators, the benefit of the empowerment program are not felt evenly by Lancang Kuning village people evaluate from the indicator of community satisfaction and community participation as a measure of program success. Impact indicators, no significant change, have been seen before or after the implementation of the empowering program seen from increased public welfare and increased public incomes.
