IMPLEMENTASI KEBIJAKAN PELAKSANAAN PENDAFTARAN TANAH SISTEMATIS LENGKAP DI KOTA TANJUNGPINANG

Abstract

The purpose of PTSL is to provide legal certainty and legal protection of community land rights. This study used a qualitative descriptive approach and used data collection techniques, namely interviews, observation and documentation. Researchers used Van Metter and Van Hord theory. The results of this study are seen from the dimensions of standards and policy targets, the implementation of PTSL BPN Tanjungpinang City is guided by the Ministerial Regulation of ATR BPN and Technical Guidelines for PTSL. PTSL has targeted the land parcels that do not yet have certificates. On the resource dimension, the quantity of human resources, namely BPN employees, is still insufficient, fulfilling the facilities and infrastructure requires a long time. In the communication dimension between organizations, the communication carried out by BPN to related institutions was quite good. This was evidenced by the socialization of PTSL prior to the measurement. In the dimension of organizational characteristics, the parties involved in the implementation of PTSL have clear roles and duties as well as coordination and are in accordance with what has been determined. In the dimensions of the social, economic and political environment, namely the social, economic and political conditions of Tanjungpinang City, provide a positive impetus in the implementation of PTSL. In terms of the position or attitude of the implementers, BPN Kota Tanjungpinang understands, accepts and supports the success of the PTSL project. The conclusion is that the implementation of the PTSL implementation policy in Tanjungpinang City has been implemented optimally.
