PENGAWASAN DISTRIBUSI GAS ELPIJI 3 KG OLEH DINAS PERDAGANGAN DAN PERINDUSTRIAN KOTA TANJUNGPINANG (STUDI KASUS KELURAHAN PINANG KENCANA)

Abstract

One of the roles that the government can play is to monitor the distribution of elpiji 3 kg to the public. Based on the Regulation of the Minister of Energy and Mineral Resources No.26 of 2009 concerning the Provision and Distribution of 3 kg LPG gas, it has been said that users of 3 kg LPG gas consist of households and micro businesses with provisions for households are families with lower economic class, namely with income below. Rp. 1.500.000, - (one million five hundred thousand rupiah) and is in the distribution area of subsidized 3 kg LPG. The distribution of LPG 3 Kg is carried out by the base as the last party for distribution. The purpose of this study was to determine the extent of supervision carried out by the Tanjungpinang City Trade and Industry Office in supervising the distribution of subsidized 3 kg LPG gas in Pinang Kencana Village. The research method used is descriptive type with a qualitative approach. Data collection techniques in this study are observation, interviews, documentation. In monitoring the distribution of subsidized 3 kg LPG gas, the researcher uses the theory of Maman Ukas (2006: 343), there are three indicators, namely setting standard sizes, making comparisons, taking corrective actions. The results of this study indicate that the Office of Trade and Industry of Tanjungpinang City has not been optimal and has not thoroughly supervised the distribution of 3 kg LPG, especially for the base area of Pinang Kencana Village, there are still bases that sell above the highest retail price (HET) and do not follow regulations, still There are many local retailers in Kelurahan Pinang Kencana who sell 3 kg of LPG gas resulting in much higher prices, inaccurate targeting of users of 3 kg LPG gas cylinders. There should be a working relationship between the Tanjungpinang City Trade and Industry Office with Pinang Kencana Village and the Community to jointly monitor the 3 kg LPG gas base so that fraud does not occur so that good cooperation is created.
