Abstract

Regional Public Service Agency Technical Implementation Unit of the Drinking Water Supply System Service is a Regional Business Service Agency that is given the trust of the Tanjungpinang City government in managing Land, Surface Water and Sea Water resources using the SWRO System, to manage sea water into Fresh water. This study aims to determine and describe the capacity of BLUD UPTD SPAM in SWRO Management of the Need for clean water in Tanjungpinang City. The data analysis technique was carried out by collecting data, presenting data, drawing conclusions and verifying data. The results showed that the incomplete human resources at the BLUD made managers sometimes feel overwhelmed in carrying out their duties and responsibilities. The infrastructure that is the main asset is the SWRO Operations building. Financial resources in SWRO management come from the Tanjungpiang City APBD through the PUPR Office. In operating the technology, RO BLUD UPTD SPAM utilizes youtube media for self-taught learning to add insight. Management capacity in terms of leadership led by a head who always provides motivation and by taking discussion steps in solving existing problems. Routine programs that are being carried out are still running what already exists today, monitoring and evaluation carried out by the internal supervisory agency already exist, reporting for finance is carried out regularly, namely every month. The only cooperative network currently being carried out is cooperation with one of the banks in the possession of the BLUD account book. The conclusion of this study is that the capacity of BLUD UPTD SPAM in managing SWRO is still not optimal.
