EVALUASI PELAKSANAAN PROGRAM PENYEDIAAN AIR BERSIH DAN SANITASI BERBASIS MASYARAKAT (PAMSIMAS) DI DESA MALANG RAPAT KECAMATAN GUNUNG KIJANG KABUPATEN BINTAN

Abstract

Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) Program is one of the government's strategic programs in order to create a living society clean and healthy through the provision of community-based water supply and sanitation services. The Pamsimas program is one of the government's concrete programs and actions to improve the supply of drinking water, sanitation, and improve the hygienic behavior of the community, especially in reducing the number of diarrheal diseases and other diseases transmitted through water and their environment. This study aims to evaluate the implementation of the Pamsimas program in Malang Rapat Village, Gunung Kijang District, Bintan Regency, analyzed using three aspects of program evaluation, namely the process, benefits and consequences. This type of research is descriptive with a qualitative approach. The results showed that the implementation of Pamsimas had a positive impact on the provision of clean water and sanitation for the community in Malang Rapat Village, Gunung Kijang District, Bintan Regency. However, of the three indicators, there are still indicators that have not been maximized in their implementation. Process indicators, namely the target targets of this program have not been achieved and the management of Pamsimas is not yet optimal in implementing the Pamsimas Benefit indicators, namely improved behavior and services for clean and healthy living through community-based total sanitation, have not been optimal due to a lack of socialization and approach to program targets and access to clean water in the implementation of this program has not been evenly distributed. And the result indicator with this program is that the community easily accesses clean water 24 hours non-stop for the beneficiaries, the Pamsimas program gets a positive response from the community with no rejection from the community during the program. The conclusion is from the evaluation of the implementation of the Implementation of Community Based Water supply and Sanitation Program (PAMSIMAS) in Malang Rapat Village has not been running optimally.
