Abstract

People with disabilities have the same rights and obligations as non-disabled people. People with disabilities should get special treatment. In the implementation of Civil Servants candidates, it has been regulated in the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 23 of 2019 concerning Criteria for Determining the Needs of Civil Servants and Implementation of the Selection of Candidates for Civil Servants of 2019, which states that the number of positions that people with disabilities can apply for Regional agencies are at least 2 (two) percent of the total formation according to the needs of each agency. In 2019, the Government of Batam City opened two formations for people with disabilities, namely the First Expert Formation- Class Teacher and the second formation Implemented/Skilled- Medical Recorder with educational qualifications of S-1 Elementary Teacher Education (PGSD) and D-III Medical Recorders, in 2019 in the recruitment of Civil Servants in Batam City, there were no people with disabilities who registered to take the test. The purpose of this research is to find out what are the obstacles experienced by people with disabilities in the recruitment of Civil Servants in Batam City in 2019. The method used is the descriptive qualitative. The result of this research is the obstacles experienced by people with disabilities in the recruitment of Civil Servants in Batam City in 2019 are the availability of formations provided by the government that are not in accordance with the majors they have, there is no socialization and training agenda for people with disabilities, and the government does not provide an application as a test aid for participants with visual disabilities as they cannot do the exam independently.
