IMPLEMENTASI PERATURAN BERSAMA MENTERI AGAMA DAN MENTERI DALAM NEGERI NOMOR 9 DAN NOMOR 8 TAHUN 2006 (STUDI KASUS PENCABUTAN IZIN MENDIRIKAN BANGUNAN GEREJA BHETEL INDONESIA KECAMATAN BUKIT BESTARI KOTA TANJUNGPINANG TAHUN 2019)

Abstract

In the realization of the Joint Regulation of the Minister of Religious Affairs and The Minister of Home Affairs No. 9 and No. 8 of 2006 (PBM number 9 and 8 of 2006) there are still many citizens of our society who do not know and many hit with the conditions stated in the PBM. Thus allowing people to build houses of worship without holding a permit in the implementation of the construction of houses of worship. That would lead to a prolonged horizontal conflict between religious people until the regional head of the authorities had to intervene to appease both sides. The purpose of this study is to know the Implementation of The Joint Regulation of the Minister of Religious Affairs and The Minister of Home Affairs No. 9 and Number 8 of 2006 (Case Study of The Revocation of License to Build Bhetel Indonesia Church In Bukit Bestari District of Tanjungpinang City in 2019). In this study, the authors used descriptive qualitative research. From the results of the research, it can be concluded that the Implementation of the Joint Regulation of the Minister of Religious Affairs and The Minister of Home Affairs No. 9 and Number 8 of 2006 has not run optimally so that there is a Case of Revocation of License to Build Bhetel Indonesia Church Building District Bukit Bestari Tanjungpinang City Year 2019. This is because some of the following communication was found to be very minimal, namely the existence of administrative malls this is due to the lack of communication so that the permission of the PTSP out even though there is still rejection of the community in the area, human resources are still in the field that do not understand the rules then not only that the SOP establishment is still some errors, technically, the terms submitted are quite complete according to the PTSP , but this is not according to the facts in the field because some conditions are not met.
