PARTISIPASI MASYARAKAT DALAM MUSYAWARAH PERENCANAAN PEMBANGUNAN (MUSRENBANG) DI DESA PULAU PINANG KECAMATAN TAMBELAN KABUPATEN BINTAN TAHUN 2018

Abstract

Village Development Planning consultation or abbreviated village Musrenbang is the beginning of the development planning in the village that is bottom-up, from the village Musrenbang Forum to give the community to participate in the formulation of development In the region, community participation in the implementation of village Musrenbang is very important because in the planning of community development that knows the problems and needs they need. As for the method that the authors use in this research is qualitative deskriftif research, ie only expose the situation or the real events about the participation of the community in the planning deliberation of village Penang Island Development. Data collection is done through observation methods, interviews and documentation. The informant in this study amounted to 13 people. In this study to see community participation in development planning the authors use indicators namely, firstly the form of community participation (the presence and activeness of giving ideas or ideas), secondly the authority of the community (submitting proposals and participating in setting priorities for development), thirdly the method or method of the community giving proposals ( directly or indirectly) the four factors inhibiting community participation (internal factors and external factors). The results of the study found that community participation in development planning in the implementation of village development planning meetings in the form of attendance and contribution of ideas has not been running optimally. Internal factors that inhibit the community from participating because of work and human resources where the level of public education is still low. External factors that prevented the community from participating in the lack of socialization from the village government to the community about the importance of community participation in the implementation of village musrenbang.
