PENGELOLAAN ALOKASI DANA DESA (ADD) DALAM PEMBANGUNAN DESA (STUDI PADA DESA LANJUT KECAMATAN SINGKEP PESISIR

Abstract

This study aims to see the extent to which the existing infrastructure development in Advanced Village besides that the main problem is also to see the factors of Village Fund Allocation management, both supporting factors and inhibiting factors. This research uses descriptive qualitative methods to achieve the objectives of the main problem.The results showed: First, the Village Fund Allocation Management Process includes Planning, Implementation, Administration, Reporting and Accountability. The Village Fund Allocation Management carried out by the Advanced Village Government of Singkep Subdistrict, Lingga Regency has followed the technical guideline rules that have been regulated in the ministerial regulation number 113 of 2014 However, in the process, it is quite optimal, this can be seen from the reporting and accountability process that starts on time in each budget period, for the Village Fund Allocation Realization Reporting process has not been in accordance with the predetermined schedule, causing delays in disbursing funds for the next stage. Likewise with the Accountability for the use of Village Fund Allocation so that the community cannot evaluate the results of the work of the Village Government and Accountability to the Regional Government which is not implemented in a timely manner. Second, the factors that influence the management of Village Fund Allocation include supporting and inhibiting factors. Supporting factors are community participation, facilities and infrastructure. While the inhibiting factors are Human Resources, technical guidelines for the management of Village Fund Allocation which change every year and Communication.
