The growth rate of growth in economic activity has an important role, especially in terms of developing the industrial sector. In its development, imports have fluctuated, but it is also important to experience growth. The things that have caused the fluctuation are also inseparable from the economic crisis, economic recession, and several policies in the import sector. The development of the three categories of Indonesian imported goods according to their use is imports for raw materials and auxiliary goods, followed by capital goods and consumer goods. The high import of raw materials and auxiliary goods shows that the industry that needs to serve as finished materials is very high. Batam is one of the regions in Indonesia that is a place for importing raw materials for industrial interests, indicated by imported waste. The need for raw materials that support the industry on which to import these raw materials. Several cases of B3 were found among the used papers found. Supervision of Customs and Excise in the process of importing industrial raw materials, with data in the case that occurred in June 2019 there were 65 plastic containers run by 4 companies located in Batam City for raw material needs, but 38 of them were positive for B3, 11 containers of waste mixed with garbage , and 16 other containers do not contain B3 and do not.
