IMPLEMENTASI PROGRAM REHABILITASI PENGGUNA NARKOBA OLEH BNN KABUPATEN KARIMUN

Abstract

Implementation of drug user rehabilitation program by BNN of the Karimun Regency. Drug users in Karimun Regency have increased and should receive special attention. Based on Karimun Police Satresnarkoba data in early 2019 the total number of narcotics cases has reached 42 cases and the number of patients in 2019 who were rehabilitated was only 46, therefore the National Narcotics Agency (BNN) Karimun is required to carry out a rehabilitation program. The purpose of this study was to determine the rehabilitation process carried out by the National Narcotics Agency (BNN) of Karimun Regency. To get accurate information the researcher selected the informant, the head of the BNN, the head of the Rehabilitation section, the head of the rehabilitation Clinic, the beneficiaries of rehabilitation and the community. This research is a descriptive qualitative research, data collection techniques used Observation, Interview and Documentation. Data analysis techniques used are data reduction, data presentation and conclusion drawing. This research uses the Van Metter and Van horn theory, based on the results of the research on the implementation of the rehabilitation program for drug users by BNN Karimun Regency has been going well for outpatient rehabilitation programs but for outpatient rehabilitation can not be implemented due to lack of capacity and rehabilitation programs carried out at this time only running for three years, in the outpatient rehabilitation process there are obstacles in the indicators of Resources, namely human resources and budget resources.
