Abstract

The implementation of Bintan Regency Regulation Number 1 of 2016 concerning No-Smoking Areas is still largely disobeyed by the community because there is no firm attitude towards perpetrators who violate Regional Regulations and the level of supervision is still weak. The purpose of this study was to find out how the implementation of Bintan Regency Regional Regulation Number 1 of 2016 concerning No-Smoking Areas in the Regional Apparatus Organization of Bintan Regency, data collection techniques using interview techniques using (interview guidelines), observation (checklist), documentation then data analysis done qualitatively. So that the results of the research show that the implementation of the Bintan Regency Regional Regulation number 1 of 2016 concerning No-Smoking Areas in Public Places in the East Bintan Area, Bintan Regency: 1. Communication has been carried out from guidance and supervision, 2. Resources have been formed by the KTR Monitoring Team. but patrols and supervision are still poorly carried out, 3. The attitude of the implementers is still not carrying out their duties such as lack of coordination between agencies, 4. The bureaucratic structure is that each OPD has assigned duties.
